You know well and good that a bright blinking neon sign saying "READ ME!!!" would be ignored by users. To be intuitive it needs to look like what they are looking for inside of it. A wrench icon for settings and a hoverover kind of popdown for rules would work.

i like the wrench idea, ill def add some icons to the buttons
